Representation Framework

How Representation Works

The role of a senator is to connect the people to the institutions capable of solving their problems. The objective is to use the responsibilities of the Senate effectively — through legislation, oversight, advocacy, constituency representation, partnerships and accountability — to advance issues that matter to residents across Lagos Central.

THE 4 LEVELS

The Four Levels of Representation

1

LISTEN — Listen

Regular consultations & petitions

Create a structured system through which residents can communicate issues affecting their communities through regular constituency consultations, periodic town-hall meetings, community stakeholder engagements, structured petitions and issue reporting.

2

LEGISLATE — Legislate

Bills & national policy reforms

Participate in national lawmaking by identifying laws, regulations and national policies that directly affect Lagos Central and advocating for reforms where necessary.

3

ADVOCATE — Advocate

Agency oversight & federal intervention

Use the Senate's oversight responsibilities to seek greater accountability from relevant ministries, departments and agencies; track implementation of public programmes and follow up on commitments made to communities.

4

ACCOUNT — Account

Published progress reports

Provide a structured constituency reporting system with periodic information about legislative activities, major policy interventions, constituency engagements, supported programmes, project status, and community petitions and responses.

MEASURABLE GOALS

Measurable Indicators

A serious policy framework should be measurable. Where data is available, progress should be assessed through indicators such as:

Number of constituency consultations held
Number of petitions and community issues formally addressed
Legislative proposals introduced or supported
Relevant government programmes followed up
Young people trained in tech/vocational skills
Apprenticeship and employment opportunities facilitated
Businesses supported
Digital-skills beneficiaries
Women-owned enterprises supported
Community sports and talent programmes conducted
Environmental issues documented and escalated
Constituency interventions completed
Public reports issued
CORE ETHICS

Six Guiding Principles

1

Fairness

Support should be based on transparent criteria rather than political affiliation, personal relationships or social status.

2

Competence

Public interventions should be designed and implemented with appropriate technical and professional expertise.

3

Accountability

Public resources and programmes should be subject to appropriate documentation, monitoring and reporting.

4

Inclusion

The interests of young people, women, elderly residents, persons with disabilities, entrepreneurs, workers and vulnerable communities should be considered.

5

Collaboration

The senator's office should work with federal and state institutions, local governments, businesses, professional bodies, civil society and community organisations where appropriate.

6

Results

Political representation should ultimately be judged by the quality of legislation, advocacy, oversight, constituency engagement and measurable outcomes.

SCOPE & RESPONSIBILITY

Understanding the Role of a Senator

A senator does not directly control Lagos State roads, local-government sanitation, state primary healthcare or every community infrastructure project. The federal representative’s role is instead strongest in:

  • Legislation
  • Federal policy advocacy
  • Senate oversight
  • Budget and agency oversight
  • Representation of constituency interests
  • Engagement with federal ministries, departments and agencies
  • Facilitating appropriate constituency interventions
  • Building partnerships around skills, enterprise and development
  • Bringing documented community concerns to the appropriate level of government

Effective representation requires directing each problem to the institution with the legal authority and capacity to address it. The objective is to connect Lagos Central needs to the institutions capable of responding to them, and to follow up until there is a clear outcome or explanation.
